Sec.[Section] 1. Be it enacted by the people of the State of Illinois, represented in the General assembly, That the assent of the people of said State is hereby given to the General Government to locate and construct the National road to Alton or such other point on the Mississippi River as congress in their wisdom may concieve to the interest of the Nation and the general welfare of the Union.

1On January 30, 1840, the House of Representatives passed the bill by a vote of 38 yeas to 35 nays, with Abraham Lincoln voting nay. The Senate did not read the bill a second time due to opposition over restricting the road's terminus to Alton.
