Resolved by the General Assembly of the State of Illinois, That Congress have the right, and the assent of this State is hereby give to the General Government, to locate and construct the national road to Alton, or such other point on the Mississippi river as Congress in their wisdom may conceive proper and most conducive to the interest of the nation,
and general welfare of the Union.
Resolved, That our Senators in Congress be instructed, and our Representatives be requested, to use all their influence to
have the national road located to Alton, or such other point on the Mississippi river as may be determined by Government.
1On December 21, 1838, the House of Representatives referred two resolutions concerning the Cumberland Road to a select committee. On February 15, 1839, William B. Archer from the select committee reported back with a new resolution to replace the other
two. On February 16, the House referred the resolution to the Committee of the Whole.
On March 1, 1839, the House voted to postpone the resolution indefinitely by a vote
of 31 yeas to 22 nays, Abraham Lincoln voting nay.
