Mills was living in Schuyler County, Illinois in 1836, when he purchased tracts of land in Marion County. The following year, he relocated to Marion County, where he served as chairman of a meeting supporting the incorporation of the town of Salem. In April 1840, Mills married Adaline Jones in Trumbull County, Ohio. The couple settled in Marion County, Illinois, where Mills was engaged in manufacture and trade. In 1850, the family was living in Marion County, were Mills was farming and owned $3,000 in real estate.
