Matthew T. Scott, Jr., land owner and investor, was the son of Matthew T. Scott, a well-known banker and land owner in Lexington, Kentucky. Upon turning eighteen, Scott removed from Kentucky to Ohio to manage his father's expansive land holdings there. He began to invest his own money in Illinois lands in 1852 and soon moved to Chenoa. He worked diligently to have the Saint Louis, Alton, and Chicago Railroad through his land. Scott was an active member of the Democratic Party and organized the Democratic newspaper the Bulletin in central Illinois.

Scott married Julia E. Green in May 1859 in Boyle County, Kentucky, and the couple had three children, one dying in infancy.
