AN ACT to increase the number of Election Precincts in the counties of Morgan and Madison.

Number increased to twelve.
Sec.[Section] 1. Be it enacted by the people of the State of Illinois, represented in the General Assembly, That the county commissioners’ court of Morgan county, are hereby authorized to increase the number of election precincts in said county of Morgan to the number of twelve, one of which shall be established at Manchester, one at Naples, one at Meridocia, and one at Bethel in said county.2
One additional precinct in Madison county.
Sec. 2. That there shall be an additional election precinct in Madison county, which shall be at the house of Isom Vincent in said county.3

1William Gordon introduced HB 4 in the House of Representatives on December 5, 1834. On December 8, the House referred it to a three-person select committee that included Abraham Lincoln. The select committee reported back the bill on December 9 with an amendments, in which the House concurred. The House further amended the bill by adopting an amendment to include a section on Madison county. On December 10, the House passed the bill as amended, amending the title by striking out the word “county” before the word “Morgan” and inserting the word “counties” and adding the word “Madison” after the word “Morgan.” On January 27 the Senate passed it. On January 31. the Council of Revision approved the bill and the act became law.

2On December 9, 1834, the House of Representatives amended the bill by adopting two amendments that replaced the first section. The first amendment included all the language from the enacting through the word “twelve.” The second amendment added all the language from the words” one of which” to the end of the section.
