Sec. 5. All the receiving and disbursing officers— whose accounts are required to be audited and adjusted by said Board of Auditors— shall transmit to them quarterly, (or oftener if required) a full and perfect statement of all their accounts; and the said Board shall proceed immediately upon the receipt of the same to audit and adjust them so that a ^full and^ true statement of all the receipts and expenditures of the public moneys by said officers may be obtainable at all proper times by the Governor and Legislature.

Sec 6 This act to take effect and be in force from and after its passage
