Be it enacted by the people of the State of Illinois represented in the General Assembly That all the lands purchased by the commissioners of the Board of public works for
the state, to be appropriated towards the defrayment of the expenses of the sistem of Internal Improvement, be and the same is hereby directed to be sold on ten years
credit, payable in annual installments at ten per cent interest per annum.
Sec.[Section] 2. The Auditor of Public Accounts, is hereby authorised and directed to advertise said lands for sale. The said sale to take place at
points most convenient to their location and at such times successive times as will enable him to attend and superintend the same. Notice of
said sale shall be printed six weeks or more in the State Register and such other newspapers ^in & out of the state^ as he may select, not exceeding Six.
Sec. 3 The auditor shall be required to take bond and good & sufficient surety from each purchaser for
the payment of the proceeds of said sales. The security shall be personal and real,
or either, or both as said Auditor in his discretion may think right and safe.

Sec 4. A failure to pay the interest on bonds given for the purchase money of any of
said lands, for two successive years, shall operate as a forfeiture of the lands sold
to the person or persons so failing or neglecting to pay the interest as aforesaid.
Sec. 5. A failure to pay and discharge the last annual installment and any previous installments
remaining unpaid due and unpaid shall also operate as a forfeiture of the land and all previously
paid installments
Sec. 5. The monies thus arising from the payment of interest shall be and installments of principal shall be appropriated toward the payment of the interest
on the Internal Improvement debt and whomsoever shall be, or is authorised by law to provide for the payment of said interest, shall have authority to draw
on the Treasury for the same, for the purpose^s^ herein expressed.

Sec 6.
That the seat of Government be returned to Vandalia, together with all the Offices thereto appertaining, there to remain for and during the period ofeight ^six^ years, Provided ^that^ the Authorities of the Town of Vandalia & Fayette County ^shall^ reconvey the public square together with all its appurtenances to the State; and provided further, that the Offices be removed free from ^of^ charge to the State and the State House be finished and furnished in a manner suitable for the comfortable accommodation of the Legislature

Sec. 7 That after the expiration of the said eight
^six^ years, the Seat of government shall be removed to Alton, there to remain forever: Provided that the Citizens of the said Town of Alton will indemnify the State for the sums of money already expended on the State House in Springfield.
Sec. 8 That the [“]act making an appropriation for the completion & furnishing the State-house at Springfield” and the ‘Act to authorise to loan of money’ passed at the last meeting of the Legislature, be and the same are hereby repealed and that no further loans for contracts be made
for money under

said laws
Sec 9. That the capital stock owned by the State in the Bank of Illinois shall be withdrawn from said Bank, and employed under the direction of the Governor and Treasurer of State in ^the^ purchase of the railroad Stock authorised to be issued by this State, at the lowest & best prices it can be had for in the market Provided that said capital Stock owned by the State, shall be withdrawn by and with the Consent of the private Stockholders in said Bank.
