1Robert K. McLaughlin introduced SB 195, originally titled “A Bill to Incorporate the Kaskaskia River Exporting Company,” in the Senate on February 13, 1837. The Senate referred the bill to a select committee, which reported back with an amendment on February 18. The Senate referred the bill and proposed amendment to another select committee. The select committee reported back the same day, and the Senate then approved the amendment and passed the bill. They then changed the bill’s title to “A Bill Fixing the Times of Holding Circuit Courts in the Several Counties in the Fourth Judicial Circuit.” The House of Representatives passed the bill on February 24. On March 1, the Council of Revision approved the bill and the act became law.
