Petition of Richard S. Thomas and Others to U.S. Congress, [6 December 1847 - 3 March 1849], 1
To the Senate and House of Representatives of the United States of America, in Congress assembled;
The undersigned, citizens and legal voters of the County of Cass and State of Illinois, would respectfully represent, in reference to the lands granted by the United States to the State of Illinois, for the use of the inhabitants of the townships hereinafter mentioned, for the use of schools, as follows, viz.2
The School lands of township nineteen North, of Range Eleven W.[West] of 3 P. M[Principal Meridian]3 ^also all except 200 acres, being (Section 16) of Township 17 North of Range 8 West of the 3d P. M^4 Also the School lands (being Section 16) of township Seventeen North, of Range twelve W. of 3d P. M–5 also the school lands (being Section 16) of township Eighteen North, of Range nine West of the 3d P. M–6 and also, all except two hundred and thirty acres, of the school lands, (being Section 16) of township Eighteen North, of Range ten West of the 3d P. M,7 ^also all except 400 acres of the school lands (being Sec[Section] 16) of Township 18 Range 11 West–8^ are worthless and therefore wholly unsaleable, and said lands are not only worth less now, but are so very poor in quality that they must continue so permanently. So that the inhabitants of said townships can never realize a School fund from said worthless lands– Each of said townships Contains a considerable number of inhabitants, & has no other school lands
The undersigned would further represent, that fractional township, Seventeen North, of Range thirteen W. of the 3d P. M. contains no section numbered Sixteen, and no school lands whatever have ever been assigned to said ^fractional^ township in lieu of Section Sixteen– So that said fractional township has no school lands– but contains near one hundred inhabitants.9
In consideration of which premises, the undersigned would respectfully pray that a law be passed by Congress authorizing the selection of other lands ^for said fractional township &^ belonging to the United States & situated in the state of Illinois, ^for said fractional township & also^ in lieu of said worthless lands– the lands so to be selected to be granted by the United States to the state of Illinois for the use of the inhabitants of said townships respectively, for the use of schools– And as in duty bound &c[etc.]

1On the back side of this handwritten petition, Abraham Lincoln authored and signed one instance of docketing. It is unclear when and if Lincoln presented this petition to the U.S. House of Representatives.
2The Land Ordinance of 1785 reserved the sixteenth section of each full thirty-six-section township to support public schools within the township. Upon Illinois’ admission as a state in 1818, Congress granted to every township in the state the proceeds of the sale of land in each township’s Section 16 for the use of schools. This money became known as the “common school fund.”
